A 1350 hp Skyline is possible, it would just need everything modified. Its easy to get the GTR's from 300 to 500bhp with i few simple modifications, but alot harder to get it to 1350.

There is an R32 GTR Here in NZ driven by a dude named Glen Suckling pushing 1300hp with the help of a little N2O. It runs an 8.69 1/4 mile. It is the fastest street car in NZ.

I just can't see how the RX-8 can push out 1300+ hp semi-relyably. It would have to be perepheral ported with a heafty big turbo, massive compression and running on 200 octane fuel. But there are some rotary 13B's running 7's, so i dunno. It could be mached up.

My view is that the skyline would win. If they ended up having the same (all improtant) power to weight ratio, the stright six skyline engine would produce a fair bit more torque which would help it overcome the RX-8.

This is for the 1/4 mile, which i guess most people associate performance with. But there are alot more outcomes given different circumstances.
