It isn't surprising at all.

Big manufacturers have all of the clever engineering minds, and the big budgets to employ them, and fund the R&D that goes into a race car project.

They subcontract the actual building to people who know how to build race cars, and they subcontract the actual racing to people who know how to run a race team.

You'd probably be more surprised to find how little "manufacturers" actually produce for their mainstream road cars.

For the most part they are only assembling components built by other companies.
