I don't recall claming any kind of "superior" construction. As for abilities, the CV does what the police require... large enough to seat 3 people in the back and two officers up front, ample acceleration, braking and handling, reasonable fuel economy, seating comfort for long hours, and engine and drivetrain longevity.
Yes, I that the CV would still be in use if Charger's were competing because the reliability of the CV's are better than the Charger's.
