It's all in how you drive. Ease up on the throttle a bit and you should see your numbers start to improve. I had a '92 Bronco that went from 8 to 13+mpg (in town, I might add) just by changing my driving style. My Dad's F150 SCrew 4.6 averaged 15 in town with an average driving style. I wouldn't be too worried.
