" Im sure you know that he meant that the car efficiency relates to a product that requires further inneficiencies (big or small) to produce.

Sure, but many of these inefficiencies are also involved in producing and distributing electricity, whereby hydro power might give the best conventional solution, (nuclear has its own specific problems...)
