Brake Vent question on my MPS / Speed6

After doing a complete wash/wax/polish of the outside of my car, I noticed that the air vents for the front brakes are different from each other. On the drivers side, the air vents are open to let air to the brakes, however on the passenger side, the vents are unopen. They came straight from the factory that way I am guessing. I am wondering why they would do this (if that is the way they designed it). Can anyone shed some light on this?

The vents are located in front of the tires on the tire wall.
