ANything is recoverable if you are willing to put time ( and money ) into it.
The gle coat will be faded and pitted. It's easy to strip and re gelcoat it.
How wet is it where stored ? Old f/g that has cracks or damage introduces water into the mat which then travels through the panels and creates chemical reactions which can delaminate the fibreglass, but usually only generate gasses which "bubble" at the surface. Even that is solvable by sanding, heating in chamber and then re gel coating !
It's the metal you need to worry about Don't thnk theearly vette had any internally bonded steel so repair easily done. Am betting you can even get remanufacterd frame parts 
It's a 2-3 year restoration for weekends and evenings.
As long as you ahve a large enough garage to strip it down and work around it then make a silly offer for it. The current owner might be glad to get rid of it by now
