Looks like one of the brush effects under the Artistic filters in Photoshop.
Now I have allowed photo touch-up and editing, but would rather that the filters aren't used too heavily. Not trying to speak poorly of any effects, but keeping the photographs looking like photographs is preferred.
It's not really an official rule, because it's hard to draw a line (short of listing a yes or no for every thing you can edit in Photoshop) but it was discussed that going too heavy on filters, brushes and effects like that is too much altering.
