This is from an official website (October, 21).
From what I've read else, the things will be like this:
1. One engine for 3 GP's.
2. Teams that produce and sell engines will have to sell 25 engines per year (not 'about 25', but exactly 25...) at a price not exceeding 10 millions stated in Euro.
In Brasil KERS and customer chassis will be discussed.
