Actually if that 80-90mpg figure was in Imperial, that's 65-75mpg, so the Polo BM breaks even.

The Lupo you mention was capable of 3l/100km. This bigger, heavier car is capable of 3,3l/100km. It will probably be cheaper and simpler as well as better equipped.
I'd say it isn't bad at all.
