consider a smaller displacement, longer gears, ECUs developed to lower emissions, and so camshafts, exhausts and so on.
it could work, I can't say for sure if it's too small or not obviously, just a guess, but this idea of being greener and greener is often bringing us worst product than expected even because they still tend to misunderstand what it's the real world, like how we drive, or better, how my mother drive, how traffic conditions are and so on.
like if the test to measure emissions was a realistic one...
