Looks like a chop. of a caddilac Cien mixed in with some form of cheap manufactoring.

I believe it's called an Ecojet made by GM and Jay Leno's garage.

Powered by a 650 hp turbine engine.

It's a GM concept car of some sort. Definitely not an Elfin.
