Thats a New Zealand Number Plate. and a NZ police officers uniform.
Theres like 3 Lamborghini's in NZ, so there must have been a newscast of it somewhere. EDIT:Post 2 Pic 1 : It's OWN3D someone's Recycle bin also.

any idea on how fast he/she was going? The body structure looks like it held up pretty well considering it hit that tree.

A Road Like that in NZ - It's probably limited to 50 KP/H or so.
