Well it's really just making sure it can ship what is planned and built by production.
I woudl suggest this was actually the accountants solution to ensure they stayed profitable (!) and in business. If you've built it then it's better to sell it for no profit and even a loss if it means survival. Businesses survive by CASH FLOW ... not just profit !!
