They tested this thing in EVO mag this month and it's faster to 200mph from standstill than the Veyron!! The big Bug takes 24.2 seconds as recorded by Road and Track magazine whereas the GT9 takes 24.04 secs. Also the 9FF takes just 15.5 seconds to get from 100-200mph which is a whole 2.5 secs faster than the Veyron can manage. Looks more like a wheel cover to me. Similar to what F1 cars have. Purpose is to decrease aero resistance.
