Have you installed or upgraded any anti-spyware or pop-up blockers? I find sometimes they will freeze avatars.

Yes ... make it small enough to get the size of the file down.
There are no magic bullets. File size is approximately the product of image size * colour depth * frame rate * duration

You have to drop one or more of the four.
That file is 1.8Mb, so as a first approximation you're going to have to reduce the image size to 90 * 30 AT LEAST. Are you willing to go that small ?

Here we go, I reduced colour depth and size to get below 100k in first try ...

I use Jasc Animation Shop as it's the easiest for avatar resizing.
You can also use Irfanview which is legally free, but it's more long winded,
