You should try actually reading something once in a while. It helps.

Note: The maximum size of your custom image is 90 by 90 pixels or 48.8 KB

It says it right under where you upload the pictures...

Basically your picture is too big. 180x180, and 243kb. Much too big to be used as an avatar.

Note that your post it is labelled as an "Attached Thumbnails".
If you look at post #741 you'll see that the image in that is labelled as an "Attached Image".

When a file is attached to a post UCP determines if it should be an attached image or attached thumbnail. The image size determines this. If it's large UCP creates a thumbnail. If it's small it goes straight in.

Thumbnails are generated from the FIRST image in a file. So only the first frame of an animation is in that thumbnail. So hence why you dont' see it moving as you asked.

Sauc3 is nearly right as once you resize it down to avatar size it then doesnt' need a thumbnail so it WILL display in your post as all the others do. THIS is NOT explained to you in the manage attachements which is where you uploaded that image. So he owes you an apology

IF you want that converted it's likely too big, guide the person who will possibly do it for you by saying which bit of it you want most !!!
