What are the best resizers? I downloaded one that made the image smaller but butchered the quality at the same time.

Could someone resize one of these for me? I downloaded a program and tried it myself, but it just made them look terrible.

can someone help me with this? I didn't want to waste a whole new thread on this, it is supposed to be animated, yet when I upload it from my computer it isn't animated when i view it on the forums. Thankyou for any help at all.

EDIT: please ignore, i fixed it, seems it was too big
