However the mock Merlin-engine exhaust bits on the side make me hope it's not

I thought it looked more like a Locost. Doesn't look like its as good a quality as the Westfields or Caterhams

Quality doesn't show anything. I have seen some terrible looking Westfields.
I was going to say it didn't look like a Westfield at all. The bonnet bulge and nose shape don't look like a Westfield, and its missing that trademark crease done the side of the bonnet. Doing a search about Hungarian kit cars didn't show much up either.

It looks like an Asian Toyota Supra with some European supercar influence in its design.
