although, depends what car each engine is in though.
the cleveland is a very strong engine, runs very hard, i know a guy that has one in his car, its LOUD!
I would pick the small block chevy. It's much cheaper to get power out of it compared to ford and chrysler.
I'll take the Chevy.
Its a pity you said Cleveland and not Windsor.

Do you have the stats on all the engines Fleet?
A magazine I subscribe to just did a story on a LOW budget small block... they bought a complete engine, new aluminum heads, cam, and made 400 hp... for $1000. There's nothing else that cost effective in existence =)
incidentally the block they used was an L98, basically the same exact one used in my car except larger displacement I'm getting ideas...
