I would say Germany and Japan. UK good with heritage, bad at manufacturing and marketing. It seems UK is only good at stuffs being handbuilt, quite an irony being that the industrial revolution started there. France? shines in motorshows, but offers boring stuffs in showrooms, and sometimes, spending on irrelevant stuffs, i mean .... who in the world needs hydropneumatic suspensions whereas the japanese make do with mcpherson struts but offer 180hp engines from miniscule 1.8 liters?
Europe produces and focuses heavily on reliability but its still the Japs that could balance al that on different segments of cars. They know which segment of consumers deserves cars that were less well made, less specced and with less good materials; but then, they're able to produce very very well made cars. I would say Europeans manufactured cars based on passion, Japanese manufactured cars based on motives.
US ..... blunt, stupid car manufactures that produced Johnny Bravo versions of muscle cars, uncomplicated, lovely thou.
Korean, China, Malaysian cars were plain.... copycats .. especially that Proton of Malaysia, protected by government, is perhaps the worst built cars in the world.

This question is always asked, and it always has different outcomes depending on the site. But Officially what country makes the best cars... Italy for Ferrari, Lamborghini and others or Germany for VW, Mercedes-Benz, Porsche etc. maybe Japan for those tuner cars like Nissan, Honda, Acura etc.
Dont say you like American cars because of American Muscle and because you like Ford, no one cares... this is about best style with functionality and horsepower... everything, including who makes the most technologically advanced cars. So put your ego away and answer this question honestly.
