those were my thought. Ilmor could be another option maybe and even Renault.

My understanding is that Mosley wants a standard specification engine, not specifically a standard engine. Cosworth etc could apply for the tender and provide half the grid with engines and transmissions for $10m a year per customer, but if Ferrari/McLaren think they can do it better/cheaper, then theyre free to build the engines based on the specs from Cosworth.
