Sounded like an EV and it looks like a government car.

You sure? Because if it was a first gen there would be a badge on the side panel that would say "V12 6.2L"

^^^ Seems like they're everywhere down here... either that or it's the same three cars and they really get around.
Two guys had them plugged in next to their motorhomes at Sebring.

At first I thought looking up "VAG" service vehicles would give an answer, but no. Looks like "RAV4" on the right but obviously it's not.
Maybe someone can do a better clean up of those two items for a clue? Anyway, guessing hybrid of some kind.
