    FIA president Max Mosley has stepped up his campaign for a drastic reduction in the costs of competing in Formula 1 by proposing a three-year freeze in engine design from 2008 to 2010.

    Speaking at his pre-season address in London yesterday, Mosley said restricting engine development is essential if budgets are to be brought down to levels that are affordable for independent teams.

    “The manufacturers have collectively spent over $1 billion on engine development programmes,” he said.

    “The problem with them is that if you permit them free rein you get into a money-spending competition which raises the danger of putting a lot of smaller teams out of business.”

    Mosley claimed that an engine rules freeze would save up to one billion euros per year on engine development without detracting from spectator interest.

    “I have a real determination to see this through,” he added.

    “If F1 is to prosper we have got to get the costs down so the independent teams survive.

    “The GPMA and the manufacturers have been complaining about not getting enough money back from the sport, but they are spending between them one billion euros per year.

    “It would be better to cut that than try and get more back from Bernie Ecclestone.”

    Mosley also suggested that F1 should adopt a fuel-efficient formula from 2011, either stipulating a fixed fuel load for a race distance or introducing a fuel-flow system that reduces consumption.

    And he added that the FIA is considering introducing a system of promotion and relegation for F1's best and worst performers.

    How much did they spend developing the new V8s?

    Why not scrap plans for the V8s and continue with the V10s if they really wanted to keep costs down?

    That would be smart... which is against all rules in F1.

    It seems they're getting a little too carried away with the restrictions here, it's a little hard to be on the forefront of new technology when you're not allowed to play with your gear.

    how would FIA try to enforce that? Does each manufacturer have to hand over a sample engine at the beginning of 2008 to which no changes would be allowed any more? So if one manufacturers has made it right first time in his design he will have a 3 year competitve advantage.....

    I think they mean they will freeze the rules as they are; 2.4-litre V8 with current materials allowed, and won't change it to 2.3-litres and suddenly stop everyone from using titanium, etc.

    Because the restrictors are only a temporary way to limit power and will forever be seen as somethign stopping a good engine from working.
    Remebmer teh drive to smaller and simpler engines is abotu POWER as well as cost
