US fuel prices are not subsidized directly. Yes, we don't add things like the cost of defending fuel supplies to the cost per gallon but we are also not like some oil producing countries where the fuel is sold below manufacture's cost. Even without, you are right and effectively reiterated my point. Fuel economy standards don't encourage efficiency. High prices do.

I wouldn't claim US prices are high compared to anywhere else. I think prices right now are similar but not quite as high as Europe was in the late 90s when oil was cheap. However, fuel prices have gone up nearly 300% in the last 10 years. That price increase has been enough to make many people pay attention more than they used to.
Or even the 4.6, though development of the V10 was concurrent with the V8. AFAIK Ford's Romeo/Windsor engines being OHC share nothing with their OHV predecessors. Worth noting that the Koenigsegg CCR utilizes a DOHC engine from this series.
Regarding fuel subsidies in the US, it's more than just protecting crude sources around the globe.

He's 48 years old now, he must grow up and stop driving around in a pseudo rally car. The reason he sticks to it is becasue he wants something fast 4wd and cheap. You probably won't be able to find any other newish car that does 0-60 in just over 5 seconds, is 4wd and doesn't cost more than £13k. Any alternative "nice" car either: Is slower than what he has currently, Is much more expensive, lacks 4wd or is older than what he has currently. Audis - too expensive, BMWs- too expensive and lack 4wd, Jaguar- No way, Hot Hatch of some description - slower than than the Subaru. If he did fewer miles then an Evo would be an option but they're just horrid. The only other cars that could fit the bill would be the original Audi RS4 or a Nissan Skyline R34. Both of which are significantly older than the Scoob.

Mainly just irrational, preconceived ideas of mine Most of my dad's driving miles are spent on the M8 or M90 going back and forward from down here up to Aberdeen every once or twice a week. It's not as if this is the type of environment best suited to a Subaru. Ofcourse it's his choice but if it were my commute, I'd buy something a bit more refined.
Where are the V16's?
V10 was a cheap way to get into some big-block power, and it's worked well for the Viper. It's a quirky car anyway, so I actually think the V10 is a great fit. I could see a V12 coming from Cadillac - the two seem right together - but not so much for a sportscar in the land of the V8. See: Ford GT, Corvette, et. al.
