What I have heard of is that there is some kind of extensive overhaul (or maybe tax hike) at 40.000Km that makes having cars over that unpractical. I have no proof though.

In the shed
in japan emissions laws are tighter then california (and thats TIGHT)

basically after a certain amount of kays (pending engine size, cylinders etc) a MASSIVE overhaul of the car has to be done, im talking down the head gaskets and nuts and bolts. really only worth it for super exxy cars, thus why japan has so many grey exports, theyre not worth doing the service to in JAPAN but in other countries where its not needed the cars are cheap and good bang for your buck.

Found this:

"According to Article 58 of the Doro Unso Sharyo Ho (Law Concerning Roads, Transport and Wheeled Vehicles), no vehicle can operate in Japan without proof of a sharyo kensa (wheeled vehicle inspection), or shaken, for short. The shaken is conducted by government-approved mechanic, who recommends repairs and replacements of parts. The judgment of the mechanic is final; there is no recourse to question his assessment.

One cannot receive a license plate unless the vehicle is has a shaken registry on file at the Ministry of Land, Inftrastructure and Transport. For a passenger vehicle, a shaken is conducted for the first time three years after registration, then every other year until the car is ten (10) years old. After that, it is conducted annually. Only rich hobbyists are willing to accept or can afford an annual shaken for their vehicles.

The Shakoho (Law on Garaging) forbids aozora chusha (blue sky parking), meaning a) street parking of a vehicle for more than 12 hours, and/or b) street parking of a vehicle after 8 p.m. One has to prove one has a parking spot on one's property or on a licensed lot before one can register one's vehicle.

More information on automobile registration in Japan can be found at:
http://www.mlit.go.jp/english/inspect/car09e.html"

found it here: http://www.marginalrevolution.com/ma..._bans_in_.html

Basically you go to the tech inspection and get a bill for whatever the technician thinks is wrong!!! Also found that the seller is responsible for whatever is wrong with the car so you are the insurer of the cars you sell!!!

Well i do like the last bit about being the insurer of the car you sell, ensures that no one gets screwed out. Other than that i believe the laws are overkill. I mean mechanics do swindle people, and 40,000 km isn't exaclty a lemon or anything. They make it hard to own a car.

its the registration (sha-ken, not shaken), kinda like the ones in england(i heard this from someone, i think its called mot in the uk) anyway, it is approx 20000Yen or 200+USD, depending on model, its what allows people to pick up nice cars at low prices because it gets expensive so people buy new cars.

It's an industy-led thing i'd imagine - keep people coming to buy new cars every 40,000 km.
