neon tutorial - whiteballz style.

#1: create new layer - (control + Shift + N)
#2: grab the line tool, set it to a width of 5 pixles.
#3: line around where you want the coloured "glow"
#4: gaussian blur to a degree of 2.0 / 2.5
#5: go through the center of the glow with a white line (whiteline width of 1 or 2)

its as simple as that.

I'll try that. In fact right now.....

EDIT-Just got started when I realised....I don't think there is a tool to make straight lines in Elements 2.0. Is there one? Can I find a way to?

i usualy try to put it at the very bottom of the car.

when the picture is of a car at night, use a bigger blur on the glow.
