New Zealand man makes fuel out of water...or does he?

Saw a thing on 60 minutes just then about it. Carbon Monoxide and Dioxide were detected in emissions and they were about the same levels as a normal gas engine would put out, but the inventor said this was just the oil emuslifying or something with the fuel? I'm not too convinced about it but once the patent comes through all should be revealed.
