How.... Ugh.
I didn't even get to use my clue of 'It has 3 top speeds'!!! I included both sides of the rear lights, because they're different, as visible, and it distinguishes them from being just round lights just that extra bit. Good luck!

No it's not British, same continent though. Small manufacturer most definately. Seems to be very limited information about this one around.
One, VERY obscure hint is as follows: 700 cars. This is NOT reffering to the amount of these made. WAY too mainstream IB4R.

Nope. Finally found some more information. This manufacturer has only produced about 300 cars in the last 5 years.
