What kind of process does a person or company have to go through to acquire a brand name for cars that are no longer manufactured? Ex. reviving such names as Bugatti, Maybach, or Spyker. Say if someone wanted to start manufacturing Horch's again, what would they have to do? How much would did using the Maybach name cost Mercedes?

Well, I believe Mercedes still owned the name Maybach, just as the Horch name is still owned by Audi/VW.

Just like any intellectual property, find the owner and buy it.

yea everything is always owned by someone. whoever was in control of the campany last before it went out of production most likely will still own it.

spijker used to be the first Dutch car company in the 1900 -1930's(?).the man who did the prototype of the spijker c8(for personal fun), met a dutch businessman.he got permision to use the name spijker, by the familyy owning the name...
