that was involved in this year's gumball 3000, and the graphics are all from that... and rumour has it that this little sucker had a full cloaking device on his toy so that he didn't get caught by the rozzers... jammers, detectors, everything, you name it he had it in terms of preventing himself getting caught...

does a cop really need radar/laser to tell that your doing 150mph+? :D
i guess detectors would help, but jammers seems pointless...

To get you for speeding and to do instant fine then they need the evidence of a recognised speed detection system - radar or laser. Jam them and there's little they can do IMMEDIATELY.
UK has an old vascar system which times both vehicles - yours nad theirs - between two known points. DTo do this they need to keep you in visual range for the duration fo the test, so pretty obvious it's happening to you :D

Of course they can stop you and then try to do you for "dangerous driving" but proof is still required to make it stick.
