how do you make an overlay? is there an existing overlay for the empire of the Roman Republic/Imperial Rome?

An overlay is just a collection of points.
So you create your own very easy -- see UCP Track at http://www.bad-boy.pwp.blueyonder.co.uk/tracks.kmz

To create your own right click in teh "places" pane and select New and give it a name. Then jsut collect all the points of interest in that folder and then right click on the folder and save it. Voila you have your own kmz file that contains all the points you want.

i meant like highlighting land that was occupied by the empire not ppoints i know how to do the points thing already. sorta

You can assign images to points too.
If you look at the tracks file you will see where I've put in track overlays and in the case of Laguna put in a higher res satellite image.
