The track is closed until late afternoon every workday, because then the car-factories are there for testing prototypes (you can see some on the track in some pics). Around 17.00 MEST the track is open to everybody to drive around, after paying the lap (around 15 Euros per lap). At weekends, specially at weekends with good weather, the track is full, because it is open from morning to evening.
You can see the times when track is open at the posted link in the box down right. "Touristenfahrten" is, when everybody can go there and drive. Times are in MEST, so you have to calculate this to your timezone, whereever you live.

That is a car of the safety company of the Ring. Why they park it there all day I don't know...
