If you were going to buy a car for street use and occasional track days or club racing what would you buy. How about it can't be more than 15 years old, has to be street legal, also it needs basic safety equipment like a roll cage. Remember were looking for most bang for your buck.

My picks:
Mid 90's Mazda Miata- its already lightweight, reliable engine, and handles good. Performance parts are abundant.

New Mustang Mach 1- V8 engine, Brembo brakes stock, all you would need to do is get racing brake pads, upgrade suspension, and your ready to roll.

Caterham Super 7- basically a race car for the street all you need is the roll cage.

Expensive :(

LoCost with Ford running gear is THE cheapest/fastest, but takes a fair mechanical skill to get it on track
Next would likely be one of the mainstream 7 copies - Tiger, Hood, Sylva
Then "hot hatchbacks" and fast older cars - Audi Quattros go quite cheaply now and would likely last a couple of seasons of track use.

THEN come Caterham and Westfield.

Fun by all accounts on road and track, and £500
