can you create a radial engine for a car? i know the crank would be mounted way too far up in the chassis and would be next to impossible to make a transmission for it but radial engines have a very even torque distribution (as far as i know)

I think that this was discussed quite a while ago. Basically, what it boils down to is no, it's not really practical for use in a car. I'm sure it's possible for an extremely small custom radial engine to be made, but it would be ridiculously epensive, and the only real benefit would be bragging rights.

It's not pretty, but it's been done: the VW C60. With A 1liter 5-cylinder radial engine

Are you sure here, I thought this thing had a two or three cylinder diesel engine, nothing radial at all.

I have to quote from memory now but somewhere in the 1920's or so a certain Count Trossi produced something that had a radial engine. Many somebody with better access to internet than I currently have can dig out the specs.
