no I was able to give rep out when I first joined.

you can give rep
but they wont recive it untill you get to 25 rep points.

see what i mean? they just dont get the rep untill your rep is high enough.

I found out how to create a car with no wheels!

here's how you do it.
1.go to the vin number and type in porn.
2. You will get a two toned painted neon with huge wheels and a really high ride stance,
3. click -> on the wheel size until you see nothing but the brakes (also there will be only 4 lugs on the brakes and no dot in the middle so shrink the wheels till you clearly see the brakes.)
4.lower the ride height to the lowest it will let you.
5.turn everything stock and Vola, a car with no wheels!
