Unknow origin?

A frind of mine found this "car" in Prague. I have no clue of what so ever what is it, so im hoping all of your experts can help determine its origin?

Come one then, somebody must have an idea about the car?.
I.e. check the rims and tiers - ORANGE, wtf? It’s possible to paint them, but the size and all, -not stock.

It's very strange. this is prolly a stab in the dark but it might be the Audi RSQ without the ugly body. I it it's not that my guess is its a very neatly arranged pile of junk
