Interesting observation, Mark. I contacted Talladega vice president/general manager Rick Humphrey for clarification on your email, and while he could find no record of the Tim Richmond lap you mentioned, Humphrey did offer insight into Wallace's accomplishment.
He told me that while Wallace did, in fact, reach 228 mph during a lap at Talladega Superspeedway, the fastest lap ever recorded there was 221.160 mph by Mark Donohue on August 9th, 1975.
While there are no records of how fast Donohue went while averaging in excess of 221 mph, it is believed that Wallace was in the ballpark of a 221 mph lap when he reached the 228 mph milestone.
