I'm assuming this is a street race, otherwise there wouldnt be any mufflers..

there's probably some rule in whatever class this car is in that states exhaust cant emit certain decibals of sound. Hence the mufflers

why they're sticking out the back could possibly resulting from the lack of space underneath the car. The engineers probably decided that instead of letting the exhaust piping hang dangerously low and close to the track, it would be best to let them hang out the back. Since mufflers are usually lightweight, around 5 kilos, it doesnt hurt the car if they hang out, and it also wont shift the center of mass significantly

First guess is someone's taking the piss !!

Second alternative is it was one of the tracks with limits on the noise level. This is becoming more common on British tracks as they are no longer in the country as Mr&Mrs W. Anker buy new expensive houses built near race tracks and THEN complain about the noise. ( There are a couple of tracks the A110 owners can't go to. You can't make them quiet :) )

They'd be added on AFTER so he doesn't have to alter his main pipes for the trackday on that track.

The telling thing is that with no support those tails would shear, so I'm back at it was either a spoof on the day OR an exceopitonoally good series of chops.
