if you are in the position to be shot by a raygun, i think health concerns would not be the biggest concern

The dingo ate your baby?
What is wrong with the good old .308 Winchester

The technology aims at warming the water molecules of the human body.
They are working on a cold version of it, in order to capture people. The rationale works like this: The beam freezes the ground below the protester's feet and they start sliding unable to escape. The law enforcement vehicles and officers spray their tires and shoes respectively with a special gel that counteracts the sliding effect.
Sounds like a non-harmful way of enforcing law.
Microwave technology at its best!
