I think this might even be against the constitution. Somebody can say it falls under the freedom of expression and be 100% right. Atleast here , I am not too knowledgeabe about the US constitution..
The religious right and other religious fundementalists or religious extremists are very powerful. Many of these people spend there time saying everyone who doesn't go to church at least once a week, is going to Hell to suffer forever or to suffer for eternity after we die. They are more than likely responsible for this law.
it is againts the constitution. The only possible reason why this might go through is the possiblility of "low-slung-pants" creating a disturbance. They will have to prove that it is disturbing the majority of the population. I really dont see how this can get past as a state statute. However it is possible this can be imposed as a city ordinace.

John14, The whole religious right thing........blow it out`cher ass(and i'm not even a christian,but neither was jesus). It has nothing to do with religion, it has everything thing to do with this rampant need to over control the masses. We have to wear seatbelts,teachers have to use purple ink grading tests `cause red is to harsh and emmbarising, you can't schwak your kid when he's acting a fool in public, you can't smoke, you can't eat a big greazy burger because other people have a big fat ass, you can't say Merry Christmas.....from now on if you think..."Hey, I wanna....", stop that thought and remind yourself....NO-you can't! I know I was a little harsh right out of the box, but point that thing in a better direction. The only thing I like about these little wankers wearing their pants so low is I can see better where I'm gonna break my foot off . Besides,for those of you that don't know, that little fashion statement got started in prisons. When an inmate wears his pants hanging off his ass, he's available for a colonoscopy!
