Uh, how difficult is it to lug those three things in a Humvee? Gasoline generators aren't especially big.

A typical water cannon has a flow rate of 15l/s, and requires a fair few thousand litres of water if it is to be used for more than a minute or two.
So you're going to need several tonnes of water, and the space that several tonnes of water takes up, as well as the pump itself.
You also need a large source of water in order to fill it up again.
By comparison, a separate genset isn't so much of a problem. You could, depending on how much power it needs, even use the generator found in all vehicles; namely the engine.
The ray-gun still sounds fairly pointless though.
Are you sure about those figures, a water cannon is usually little more than a modified fire engine, and they last longer than 2 minutes.

It's an awful lot of water to be lugging around.
Fire engines last longer because:
- They don't always use the pumps at such high flow rates/ pressures
- They have hydrants. You probably won't be able to use hydrants in a riot situation.
7.92mm Mauser will also suffice.
