Downforce, no.
Reduce lift, yes.
This discussion has gone round and round and round on the STi forums.

There are few cars on the road that actually produce downforce.
The STi wing won't make the car stick to the ceiling like the proverbial Saleen S7 but it does reduce lift and makes the car much more stable above ~130 mph.

And unless the 2005 Euro-Spec STi's are unchanged from the '04s, this is a 2004 STi. I wonder how old these pics and specs are...
