we have that too.it is meant for the old, but it is used by young folks too.they use a scooter engine in a very small car, for no more as 2 passengers.
in the past, there were many tiny cars, the so called midget cars.they had a very small engine, sometimes as little as 50 cc. these cars were usually very small and light weight.
An old relative of mine keeps telling me about an old Citroen car that had a 20 c.c engine. I never beleived him.

These are all limited to 20hp - but Matra were going to produce a "sporty" version with a whole 50hp. Given they only weighed 400kg that's not as bad as it seems at first
