The Vista pack replaces some of the windows system files and changes the boot screen and the log on screen. So i doubt it can be done for a single user account.
WindowsBlinds works for a single user though. Or you could go the way i did and just download a Vista Theme without having to get extra software to run it. You have to pay for some features in WindowsBlinds.

Is this the case in your versions? If you could grab a few screens, would appreciate it...

This pack does work on single user, except for the logon screen of course.

Yes, WC stuff works for a single user and doesn't mess with any of the Windows system files either.
