It's a 2 stroke 50cc bike engined car. Don't know the maker but there were lots of firms making them.

I looked in my book "Weird Cars" and couldn't find anything that looked exactly like it but I saw something similar, a Casalini Sulky. But I don't think thats it, bbut its worth a shot.

10 km/h in reverse with that and you're going to end up on the roof. I have no idea what it is, but it's an interesting car nonetheless. I wonder what are the NHTSA ratings for this car...

It looks for me like a 1970 Auto Mirage 3-Wheel and 2 seats.
