In Norway rally was forbidden during the 1970s and 80s ( 72 - 85 to be precise). This video shows the deciding factor.
In the autumn 1972, NRK (Norwegian Broadcasting Corporation) was broadcasting one of the stages in Norgesrally live on TV. To get a better picture and overview, the finish-line was moved during the race (Yup, we do this all the time in Norway. We have become so good at it, you don't even notice. That's why we "own" the winter olympics. It's much harder to do in the summer you see...). Of course this resulted in a lot of confused drivers and some minor accidents, only Per Engseth did it properly. He was not expecting to stop so soon and was carying a lot of speed when he hit the poor Honda. The Minister of Transport and Communication, Reiulf Steen, didn't like it and made it almost impossible to organize rallys legally because of strict safety-rules.
