Guess it depends on local laws, but a race car with all the normal safety equipment, lights, signals, horn and tolerable exhaust dB level seem like reasonable requirements. But I've seen stuff on the streets in some states that won't cut it elsewhere, same for some countries. Headlight height, windshield & wipers, enclosed wheels or cockpit might be required some places but not others.
Never own more cars than you can keep charged batteries in...
Definitely some lightly treaded tyres and some increased ride height for practical reasons would be good help
Although if by race car you mean Top Fuel dragster, then there isn't much anybody can do.

It's just all on country regulations- some cars that are street-legal in some countries in Europe are not street legal in the U.S. for instance. Sometimes it even just comes down to emissions, but often it's safety equipment that makes the qualification.

"local laws" is even more complicated in Europe.
ALL nations in the European Union recognise the other nations right to determine what is legal or not in their own country and "permit" that car to be used in all in the union.
BUT, if you then try to get approval for tour car in another caountry it can fail.
So we pretty much "get away with" beign able to drive the "minimum requirement" by registering the car in the country with the least regulations .. but then you have to take the car back each year to have it re-registered. You gotta love loop holes. Kit car can't get TuV in Germany as the parts are not "as per the manufacturer". But OK in the UK, so plan is to bring the kit back to the UK once a year for a holiday (and MOT).
Can you do the same in the different states of the USA ?
