high as in high altitude where oxygen supply comes into play, or high in terms of steep?
anyway a turbo diesel is the way to go...

Turbo diesel will probably be best regardless of the situation. Steep usually means curvy so you're never at a high speed and torque will be what's most useful and best for not draining the fuel tank too quickly. And whether it be a diesel Golf to a TDV8 Landcruiser a chip will give you huge hp and torque improvements for a relatively small amount of money while barely altering your fuel usage.

It all depends on the budget, but diesel choice is quite limited especially compared to Europe. Being in Canda I'd go petrol without any doubt.

don't bring in your personal preferences, refer to the first question posed in the thread..

When someone asks an opinion you'll bring personal prefences in the answer inevitably.

And supercharged petrol cars have much less lag and good low down power if that's what he needs.

Oh yes. Having driven both the supercharged car had far less lag and better in gear acceleration than the diesel. Adimteddly helped by shorter gearing though. I've also found that modern turbocharged petrol engines have less lag and better in gear acceleration than single turbo diesels. Of course all those comparisons are a bit useless without taking into account weight, gear ratios and so on.

But my personal experience tells me that if you want a car with little lag and good low down power diesels aren't it. At least the ones I've driven. Maybe it's because diesels are usually paired with very long gearing usually, but my highly unscientific test of feel, 100-180km/h in sixth puts the Mini first, Lancia second and BMW third.

why would a supercharged engine have any lag at all?
