Have you ever driven one? Z's are fun and have plenty of power to get you in trouble.

New Mustang GT's are selling for really low 20's too. The anticipated 2011 5.0 powered ones have kind of made the current ones on dealer lots lame ducks.

that is very late 90's, early 2000.

if you are willing to spend 20,000 i would recommend an ls3 pontiac GTO for all the same reasons i recommended that camaro plus it has an IRS. You can easily find one with low miles for that price.

this or second hand G8 for some thrills, dunno if it meets the 'cool' factor. should be reliable as all hell though.

It's only available in the GXP. Thats more than likely out of his price range. I'd love a G8 GT but can't live with a slushbox.

With Pontiac dead, shouldn't their cars be depreciating like a rock falling off a cliff?

Well some of the fast Pontiacs are dying out, my step dad has a 2006 G6 GTP he got it last year and its already least 10 grand in its value. Maybe its because it's not well known as a good fast car, but passes a a great sleeper!

Chevrolet Camaro. V6 has plenty of power and good fuel economy. And, its in the low 20's.

All great smaller cars that handle amazingly well. Not too sure what you mean by accessible though, or even what you like style wise.
missed the 'reliable' part of the criteria i see..
